In the 70 years since the founding of the People's Republic of China, Liushui is constantly performing a "reversal" drama. And this is also the story of China's water environment from the phoenix nirvana of industrial civilization, and gradually returning to the natural ecology.

For example, at the National Ecological Environmental Protection Conference held in 2018, the order for the march of water environment governance was sounded again: "We must thoroughly implement the water pollution prevention and control action plan, ensure the safety of drinking water, and basically eliminate urban black and odorous water bodies." So far, the prevention and control of water pollution, the protection of the water ecological environment, and the defense of clear water have become an important part of the battle against pollution.

Take care of the "big water tank"
Drinking water should be safe, and the battle for clear water should be fought well.

To protect the safety of drinking water, the source of drinking water is the key. As the safest and lowest cost threshold for water pollution control, the environmental quality of the water source is also the first threshold to ensure that ordinary people can drink safe and healthy water, and its importance is self-evident. The Law on Prevention and Control of Water Pollution has made it clear that it is forbidden to build, rebuild, or expand construction projects that are not related to water supply facilities and protection of water sources in the first-class protected area for drinking water sources.

In 2018, a large-scale battle to protect drinking water sources was carried out in various parts of the country. Relocating industrial enterprises, closing and banning livestock and poultry farms, renovating protective facilities in water source protection areas, and building new water pipeline networks... In this unprecedented clean-up and rectification of water sources, the problem rectification rate reached 99.9%.

Correspondingly, a set of data from the Ministry of Ecology and Environment shows that during the same period, the drinking water security level of 550 million residents has been improved. In the next step, the Ministry of Ecology and Environment will further promote the remediation of environmental problems in drinking water sources to the county and district level, and at the same time, "look back" on the environmental problems of prefecture-level water sources that have been rehabilitated in 2018.

Healing "capped" bodies of water
The black and stinky water bodies must be eliminated.

Urban black and odorous water is one of the environmental problems that attract the most attention from the public. In the process of rapid economic development and dense population growth, the problem of environmental pollution has also become prominent, and the rivers in the cities have become the hardest hit areas. In April 2015, the "Water Pollution Prevention and Control Action Plan", known as the most stringent water source control in history, was officially implemented. Water control has become an important livelihood project of the country.

One of the main governance indicators proposed by the "Ten Water Regulations" is that by 2020, black and odorous water bodies in urban built-up areas at the prefecture level and above will be controlled within 10%. After facing the regulations and goals in the top-level design for the management of black and odorous water bodies, all localities and departments competed to take active actions, and the stinky drains in many cities, which had been disliked by citizens for many years, became clear and tasteless. In addition, according to incomplete statistics, 36 key cities have directly invested more than 114 billion yuan in the remediation of black and odorous water bodies. A total of nearly 20,000 kilometers of sewage pipeline networks and 305 sewage treatment plants (facilities) have been built, with an additional daily treatment capacity of 1,415 million yuan. tons.

Although the remediation of black and odorous water bodies has achieved initial results, the future remediation is still a tough battle with tight time and heavy tasks. The black and odorous water bodies that have been rehabilitated in some cities have rebounded after one or two years after reaching the standard in a short period of time. How to consolidate the rectification results? "The remediation of black and odorous water bodies is a rolling management mechanism. It doesn't mean that the remediation is over and it will be ignored. New black and odorous water bodies will be continuously included in the national list for supervision and remediation." The relevant person in charge of the Ministry of Ecology and Environment said. Even after 2020, this work will still be closely watched.

Fight the battle of the blue sea
The implementation of comprehensive management of coastal waters, the pace of the country is also accelerating. The "Ten Water Regulations" propose that by 2020, the rivers entering the sea in coastal provinces (autonomous regions and municipalities) will basically eliminate water bodies inferior to Class V.

Although the monitoring data shows that the overall situation of my country's marine ecological environment in 2018 is stable and improving, the grim reality is that "At present, my country's marine ecological environment is still in the peak period of pollution discharge and environmental risks, and the superimposed period of ecological degradation and frequent disasters. The polluted sea areas are mainly distributed in the coastal waters such as Liaodong Bay, Bohai Bay, Laizhou Bay, Jiangsu coast, Yangtze River Estuary, Hangzhou Bay, Zhejiang coast, Pearl River Estuary, etc. The excessive elements are mainly inorganic nitrogen and active phosphate.

Controlling sea pollution is not just about simply removing marine garbage. "Sea pollution is manifested in the sea, and the problem is on the shore. How to deal with it? In the face of problems such as high cost, slow effectiveness, and easy repetition of comprehensive marine ecological environment management, the key is to adhere to the overall management of land and sea pollution. The Ministry of Ecology and Environment, together with relevant departments and local governments, will Land-based pollution control, marine pollution control, ecological protection and restoration, and environmental risk prevention are implemented in four major sectors, and coordinated promotion of governance and restoration is implemented.

Especially in the past year, the reconstruction of the marine environmental governance pattern has accelerated significantly. On the one hand, the governance of the marine ecological environment is gradually gaining policy attention. The Action Plan for the Comprehensive Control of the Bohai Sea, the Plan for the Prevention and Control of Pollution in Near-shore Sea Areas, the Marine Environmental Protection Law and its supporting documents clearly define the timetable, roadmap and task list for the tough battle. Implement the goals of the tough battle. On the other hand, strengthen the implementation and supervision of marine ecological environmental protection responsibilities, from the integration of marine environmental protection responsibilities to the Ministry of Ecology and Environment, down to vigorously promoting the construction of the bay chief system. A tough battle to protect the marine ecological environment from the outside to the inside and from the shallow to the deep is entering the final stage.
